NeilandClaude d4b1041147 fix(scripts): show check:changed progress and bound each step (#35507) ...

Output stays buffered per task, so a long unit-test step looked hung for
30+ minutes. Print each task's completion, a 60s heartbeat naming running
tasks, and kill any step after 30 min (--timeout=<minutes> overrides).
