Jinwoo Hong 15ee25e3a6 feat(relay): a free-form staging load mode on Prove Relay Asia Staging (#27115) ...

Staging auth mints relay load principals for one workflow file only, so the step-5
staging run's load lives as a mode of that workflow. Load runs take their own
concurrency group and no Cloud SQL lease, so deploys and switch writes can run
under load. Origins, region, principals and sharding are pinned by the workflow.
