* fix(ssh): migrate released profiles with retained client state

* fix(ssh): reuse the shared adoption rule when the local and host copies overlap

The host copy replaces the older local one only where it holds tabs, the
catalog places the workspace on that host, no other host claims it, no
worker fence or close record disagrees, and local drafts are kept. Elsewhere
both copies export and must agree, as on main.
