* ci: the manual switch-on leg runs the headless serve, paired-host and serve-restart specs

With H1's switch-on server template, these exercise main as the layout owner with no window.
Spec paths are exact: the changed-spec job greps each file, so prefixes only work for ssh-orcad-.

* ci: keep the Windows serve job out of the switch-on leg; it builds switch-off

* ci: the switch-on leg also runs the server-workspace tab composition and serve-restart binding specs
