Fixes the phone missing a desktop's `orca serve` workspaces: rows come from the desktop's
mobileRelay.hosts.* with each server's health ("Update needed", "Disconnected"), open through the
relay, follow the desktop's hidden hosts, and the desktop now advertises the relay capability.
