Brennan Benson b7c491ff39 Publish unverifiable evidence from local PTY process inspection ...

A degraded local foreground read (failed or pane-less ps table, thrown
scan) used to collapse into the same payload as an observed idle shell,
and the agent-completion monitor read it as exit evidence. The local
provider now implements inspectProcess with per-probe
live/unverifiable/exited processEvidence (same contract as the relay
leg), keeps legacy fields byte-identical, and the POSIX resolver stops
claiming availability for cached tables that never contained the pane.
