Jinwoo Hong d09605ee8e ci: run the Electron browser probes serially, out of the unit shards (#28799) ...

The three popup compatibility probes ran in the parallel unit shards and
timed out at their 14s in-process deadline when other files starved the
runner. Move them into the package job's serial Electron lifecycle step,
and stop the six probes already in that step from also running in the
shards.
