Checker now enforces protection levels, evidence-run/assertion-ref coupling, covered-scope subsets, and command hygiene. Manifest v2 keeps partial protection only for gates whose tests exist on main (9 gates, fresh local evidence runs) and demotes branch-dependent claims to registered gaps (18). Registers #7133/#7173 restore ordering, #7148 mirror width parity, and #7192 mirror geometry as gate evidence.
