JinjingandOrca 5ce9c3b481 feat(tasks): remember tasks page resume state across sessions (#1442 )

Persist transient Tasks page position (GitHub mode, active preset/query,
Linear preset/query) in PersistedUIState so reopening Tasks restores the
user's working context instead of falling back to defaults. Source, repo
selection, team selection, and active project keep using their existing
settings paths.

Keep this folder focused on the durable references for Orca's public CLI and runtime model.

Why The Folder Is Small

Earlier design and implementation work produced several planning and evaluation docs. Those were useful while the feature was taking shape, but they were intentionally removed once the implementation converged so future readers are not forced to choose between multiple overlapping sources of truth.
