Jinwoo-H c2c20fd994 fix(ssh): honour the incumbent verdict in deploy; owner-only startup adoption ...

- deployAndLaunchRelay's --connect catch block predates the incumbent probe and
  swallowed RelayEndpointHeld/Unresponsive as "probe failed, launch fresh". A 40s
  freeze therefore still launched a daemon over the live one (it lost the bind by
  luck). Rethrow both so the session backs off (Unresponsive) or surfaces Reset
  Relay (Held). Red-first unit tests in ssh-relay-deploy-incumbent-verdict.test.ts.
- Startup credential adoption now uses the same owner-only + same-uid rule as
  runtime rotation; a foreign 0644 file is replaced by a fresh mint instead of
  adopted (and the unguarded chmod that could EPERM-crash startup is gone).
- Stall spec: parametrised over 20s and 40s freezes, reads the whole relay.log
  with a non-shrinking line-count oracle, records bridge pids and accept counts,
  requires a credential inode, and tolerates the extra parked processes a
  timed-out client leaves behind the frozen listener.
