OrcaWinandm4air c1262516b9 perf(renderer): mirror modal overlays to body attributes instead of body:has() (#34932) ...

A body:has() rule with a descendant subject (the modal blur and toast rules) made
Chromium invalidate the whole document's style on every DOM mutation anywhere in
the app. A workspace switch paid two full-document recalcs (~1200 elements each,
~9 ms). A childList-only MutationObserver on body now mirrors the overlays into
data-modal-overlay-open / data-onboarding-overlay-open and the rules key on those.
