Jinwoo Hong c18cb91dce fix(relay-ops): let the incident monitor sample a reserve-mode cell (#30661) ...

The director's cell-status refuses a step-5 reserve cell with a 404
{error: cell_in_reserve_mode}, so every monitor sample failed while any
cell was reserve. Classify that exact refusal as reserve-not-probed, skip
the refused migration reads, and judge the cell on probes, logs and the
selector instead. Any other 404 still fails the sample.
