Jinjing c28041da6f Add insertion-only quick commands that don't immediately submit Enter ...

- Quick commands with appendEnter: false skip the automatic Enter submit,
  keeping the pasted command editable before the user presses Enter
- Add retry logic with exponential backoff for startup delivery failures,
  with max 5 attempts per PTY to handle transient write rejections
- Implement sendInputSettled for durable one-shot SSH delivery that waits
  for relay settlement before acknowledging the write
- Track delivery completion with onQueuedStartupDelivered callback so
  callers know when startup paste is done
