* fix(runtime): keep a restored agent turn unverifiable instead of done after a server restart

* fix(runtime): retire restored turns by the synced leaf's title clock; no Stop for unverifiable mobile turns

* fix(runtime): capability-gate restored agent rows so older clients keep the legacy done projection

* fix(runtime): retire restored turns only on shell titles; restored rows never pierce live client status

* test(web): the browser client advertises the restored agent status capability
