Neil 7190b835f1 test(e2e): stop restarted serve hosts with SIGTERM so the PTY daemon survives (#33067) ...

On macOS, orca serve vetoes an unmarked app.quit() (#15537), so Playwright's
close never finished and its fallback force-killed the whole process tree,
including the detached PTY daemon's terminals. The restart spec's fixture
process got SIGTERM and the spec failed on every macOS run.

Restart now stops serve the way a supervisor does (SIGTERM, a marked quit),
and the restart spec no longer shows or focuses its client window.
