Deleting the launch-path bridge removed the only writers of `system:managed-keychain-unavailable` and `managed:foreign-login`, so both provenances and the failure kinds, copy and tests hanging off them were dead. One of them was also actively wrong: the managed-keychain-unavailable tooltip told the user "This session is using your personal Claude sign-in", which described the system-lane fallback preparation that no longer exists. A pane now stays on its own account and a locked Keychain surfaces as the CLI's own sign-in prompt. Foreign-login detection returns on its own surface (an identity status on the account summary) rather than as a usage failure kind, so the failure kind goes rather than sitting dormant waiting to be re-wired. No translations existed for either string, so nothing is lost by removing them from en.json. Also drops `runtimeIdentityIsProvablyForeign`, which lost its last caller with the bridge. Its replacement has to report three states rather than a boolean - an unreadable identity record must read as unknown, never as a mismatch - so it is a rewrite, not a revival.
