* feat(layout): main places a swept workspace's live terminals; the window sweep only reads (switch-on builds only)

The window's activation sweep (first visit, an empty or sleeping activation, a phone wake) now
asks main, through its existing terminal.list call, to place that workspace's unshown live
terminals before listing them. With the switch on the sweep writes nothing to the window store and
counts a pane main names as shown, so it no longer seeds a fresh shell beside a terminal main just
placed. Main's "still binding" check also covers a registration in flight.

* fix(layout): a sweep's placement pass holds back only its own workspace's first surface (switch-on builds only)

* test(layout): switch-on activation-gate and census-call tests read main's listing, not window binds
