* feat(connectors): off-by-default experimentalConnectors flag and seam lifecycle (B2a) Adds the experimentalConnectors setting (no UI, telemetry whitelist) and a runtime-owned reconciler that builds the connector seam while the flag is on and disposes it with connectors_disabled when it is turned off. The seam is empty; later connector PRs land behind it. * fix(connectors): partial runtime stores read as connectors off * refactor(connectors): B2a is the setting only; the lifecycle lands with its first consumer
