* fix(layout): E1 follow-ups: closed waiting splits, paired-server tabs by host, first-tab e2e wait

- A pane main closes before its tab mounts drops that tab's waiting split for it.
- Mounted tabs skip main's pane tree for paired-server workspaces by host kind, as frames do.
- ensureTerminalVisible waits for the activation tab before creating one.
- Main-asked splits write their pane through admitRuntimePane; startInAdmittedPane loses its single-caller `shown` option.

* refactor(layout): paired-server check in its own module, out of the frame sync
