Lets `pn dev` always expose a Chrome DevTools Protocol endpoint without
manual flag juggling — picks a deterministic free port per worktree
(`9333..9532` base, sweeps up to base+63 if busy), with explicit overrides
via `REMOTE_DEBUGGING_PORT=` or `--remote-debugging-port=`.

Why: makes the dev build attachable from agent-browser / playwright-cli
out of the box, and multiple concurrent worktrees coexist without port
collisions.
