Merge Sim ee09a0f210 Merge main into structured native Codex chat ...

Resolves one conflict in mobile/src/transport/mobile-relay-rpc-session.test.ts,
where both sides added tests at the same point: this branch's capability-handshake
regressions (an older runtime rejecting negotiation, and a relay that never answers)
and main's relay dial-stage tracking from the stage-aware dial bound. Both cover
slow-link behavior in the same transport and both are kept.
