Hermes: after the pane's turn ends, tool hooks from Hermes' hidden background memory/skill review are ignored until the next pre_llm_call, so a finished pane no longer flips back to Working. Delegate children (platform: subagent) don't end the parent's turn; approvals are always admitted. Fixes #31798. Supersedes #31807.
