Brennan Benson f93a4db3ac fix(renderer): lead stale-chunk recovery with Restart Orca and unstick a stalled relaunch ...

For a contained stale-chunk failure the broken document should not be the one
recovering itself: the main-driven Restart Orca is now the primary action and
the in-place Retry its lower-emphasis sibling (secondary variant); ordinary
render errors keep the standalone outline Retry unchanged.

Relaunch handling hardened: a synchronous double-click guard prevents a doubled
app.relaunch() from spawning two replacement instances, Retry is disabled while
a relaunch is in flight, and a settle grace timer gives both buttons back with
a notice when the document is still alive after the grace — covering hosts
whose relaunch is an in-place reload the broken document can swallow, and a
hung relaunch invoke. New i18n strings across all five catalogs.
