* fix(mobile): retire closed-tab composer state

* Require confirmed tab retirement before composer cleanup

* fix(mobile): keep drafts of tabs the host has not listed yet

Optimistically created tabs can precede their host listing, so an accepted inventory without them must not retire their composer state.
