Jinwoo Hong 48a985678b fix(relay-ops): let the pre-drain auth gate tolerate an isolated auth 5xx (#26353) ...

A single orca-cloud-auth 500 on the desktop sign-in callback stopped the
c13 and c28 same-cap waves before any drain. Allow up to two auth 5xx per
five-minute window while the error ratio over all auth requests stays at
or below 0.1%; a burst, or errors against near-idle auth, still freezes.
