* Keep a sleeping conversation resumable when the terminal limit is reached
Resuming a slept pane while the host terminal limit was reached could drop
the Resume screen and fall back to a plain spawn. Route capacity refusals back
into the deferred sleep state, retry through the main-owned resume, and keep
the original session and provider until space frees up. A later Sleep or
cancellation still wins.
