zonyitoo 0fc35d99ec fix: rollback rustls to v0.22 
rustls v0.23 starts to use aws-lc as the default crypto implementation.
But now not all the dependencies are upgraded to the latest rustls. If
there are still any older version of rustls exists in the build process,
aws-lc may fails.

zonyitoo ba8e07e769 feat: local-tun compilable for not-supported platforms 
- Prepare for v1.19.0 release. Upgraded MSRV to 1.74
- "default" build feature now contains only basic shadowsocks features
  (BREAKING)
- Add "full" build feature for all suggested features
- Add "full-extra" build feature for including *-extra features

- zig recently updated its musl version, stable rustc with that new musl
  is not released yet
- zig may eliminate LLVM in the future, ziglang/zig#16270

Tim Xylon 3bf205f0a4 Get rid of actions-rs/toolchain 
Replaces 'actions-rs/toolchain' with bare `rustup` command, since this action haven't been updated in 2 years and `rustup` is included in GitHub Action's runner images.

2.Use upx --lzma --best instead of upx -9 to get better compression ratio.
