cfal 7ed54a7927 Separate reusable rule sources from policy groups ...

Use rule_source_group for action-free predicates, file sources, and bounded boolean composition. Keep rule_group ordered and action-bearing, with omitted actions retaining their allow default.

Support flat local sources alongside actions, reject ambiguous policy shapes and cross-kind references, and preserve named source diagnostics. Update configuration examples and focused parser, routing, process, and FFI fixtures.
