The dismiss-on-scroll listener runs in the capture phase, so it also saw
scroll events from the picker's own tag list: past ten labels, the first
scroll closed the picker and the lower labels were unreachable. Ignore
scrolls originating inside it.
Also give the portalled container `role="menu"` - its rows are
`menuitemcheckbox` and the anchor advertises `aria-haspopup="menu"` - and
drop its duplicate `max-h`/`overflow-y-auto`, which TagPicker already has.
