Guilhem LemouelandClaude Opus 5.5 004ac99b2c feat: gate operator forking behind a ruleset rule and keep operators operators in forks

Operators are refused forking unless a protection ruleset of the parent
carries the new AllowOperatorForking rule. The fork's creator row now
copies operator and role, so an operator no longer becomes a developer
in their fork. Both fork endpoints share one permission check.
