`transform_json_value` shares one depth counter across every enclosing
container: the `Value::Object` arm recurses at `depth + 1` with no cap of its
own, while the array arm gates on `depth <= 2`. So the limit is total container
depth, not array-in-array nesting — `{"a":{"b":{"c":["$res:x"]}}}` resolves but
`{"a":{"b":{"c":{"d":["$res:x"]}}}}` does not, and an agent following the old
wording would expect the second to work.
Also widen the write_variable rationale: "a variable cannot reference itself"
only covered `$var:<own path>`, which could read as licensing `$var:<other>` as
a variable's value. A variable's value is stored and returned verbatim.
Follow-up to #10927.
