Ruben Fiszel 550d9b637b fix(alerts): make the gate alert disablable, measure arrivals correctly ...

Addresses the review on the oversubscribed-gate alert:

- A new instance setting, critical_alerts_on_oversubscribed_gates (Alerts
  group), gates the alert at the monitor call site so it applies without a
  restart. Defaults on. The boolean Toggle now honors defaultValue so the
  UI renders enabled-when-unset rather than showing off while the backend
  sends alerts.

- Arrivals are measured from concurrency_first_gated_at (new nullable
  column) rather than created_at, so jobs pushed with a future
  scheduled_for that only reach the gate once due are not mistaken for no
  arrivals. Emitter change is in windmill-ee-private (ee-repo-ref bump).

Verified the toggle renders enabled-by-default in the browser.
