* fix: omit null random_factor when serializing an exponential retry

A non-default exponential retry with no random_factor round-tripped
through the flow-dependencies job as random_factor: null, which
wmill generate-metadata wrote back to flow.yaml and wmill lint rejects.

* fix: keep an unset branch skip_failure false through serialization

The worker and the flow editor read an absent skip_failure as false, but
Branch defaulted it to true, so a round-trip (generate-metadata, the
flow-dependencies job) silently made every such branch skip failures.
