The "Jobs waiting in queue" critical alert counted every non-running job in v2_job_queue past the time threshold, conflating fleet capacity shortage with a workspace's own concurrency limit holding its jobs back. Only the former is actionable by whoever is paged, so a single runnable with concurrent_limit=1 and a large backlog pages repeatedly against a near-idle fleet. Emitter change lives in windmill-ee-private (see ee-repo-ref.txt bump). This commit carries the regression tests and the offline query cache.
Windmill Backend
This folder holds all backend components, the src/ folder only contains files used to build the "root" binary.
