Two conflicts in the global chat core, both in code main reshaped:
- the tool list became `SessionTool<{}>[]` and gained `globalToolsFor`, which
supersedes the `unroutedGlobalTools` alias this branch introduced; dropped the
alias and kept main's shape. `SessionTool<T> = Tool<T> & {...}`, so the
`draftTarget` field this branch adds to `Tool` still applies.
- main wrapped the deploy/discard prompt rules in `when(canWriteDraft, ...)`;
kept that and left this branch's `draft_path` addressing rule outside the
wrap, since it governs reads too.
