Borrowed from the support triage analyzer in the windmill-prod workspace:
advisory text is data not instructions; explicit gates before a row may be
marked unreachable (default unknown, cite file:line, one reading, not out of
budget); the ambiguity-not-size gate for what goes into a PR; and a strict
allow-list for public PR content.
