Ruben FiszelandClaude Opus 5 d8cb32cca8 docs: state what the builder-app check actually returns

The two helpers' doc comments still described the pre-fix contract, where the
returned paths came from the policy. The value is the half that binds when the
triggerables map is empty, which is the whole point of the previous commit.
