* [ee] feat: add OTel metrics support Add OpenTelemetry metrics export for Windmill operational metrics. When the OTel metrics toggle is enabled in instance settings (EE), Windmill exports 16 metrics to any OTLP-compatible collector, letting users observe queue depths, worker execution, DB pool state, and health without a separate Prometheus setup.
