Round 8 nits, all the same shape as the writeDraft fix before it: - The raw-app write tools read their merge base and saved through separate resolutions, so a listing that changed in between could write an app's files onto another draft. `loadAppDraftValue` returns the key it read from and the save uses it. - deploy_workspace_item and the three rebases resolved twice, once to read the draft and once for the deployed probe or the cleanup. Each resolves once. - A read whose resolution already asked the backend for that key asked again when nothing was there; `getGlobalDraftAt` reads at a resolved key and the `fetched` flag says when the answer is already known.
