* chore: tighten file handling in deno/bun, stricter codebase tarball, executor isolation

* fix(worker): gate now-unused extract_tar behind its enterprise+parquet caller

Removing the codebase-bundle caller of global_cache::extract_tar left its only
remaining caller, pull_from_tar, gated on enterprise+parquet, so under other
feature sets the function (and its tokio::time::Instant import) became dead code
and failed CI's -D warnings build. Gate the definition and the import with the
same cfg as the caller so they appear and disappear together.
