* feat: configurable arbitrary precision * fix workflow * fix workflow * set version of docker run action to v1 * set arbitrary_precision as opt-in * revert making arbitrary_precision non-default * update cargo version action and add features in Cargo.toml for deps * add tests for arbitrary precision and make it non default. add warnings for compilation when arbitrary precision not enabled * simplify conversion * remove build.rs
