deps: update ring but pin to 0.17.12

We can't use the very latest version of this right now because
there are some build changes in that version that break on
amazonlinux:2.

I think 0.17.12 will probably be ok, but I stand ready to figure
out next steps if this is also having trouble on amazonlinux:2
