We need to ensure that we quote the name portion of a mailbox if it contains an @-sign in order for the resulting mailbox to be valid. quoting here means that the name is enclosed in quotes, but not that the @-sign is itself quoted with a backslash, so we have a little hard-coded special case in the string quoting function for this.
