chore: raise MSRV to 1.94.0 for lance 14

lance 14.0.0-beta.1 requires rustc 1.94.0. The 1.91.0 dependency downgrades in the MSRV job no longer apply; only aws-smithy-types needs pinning, since 1.6.1+ requires 1.94.1.
