Upgrade Lance to 15.0.0-beta.3 so `Dataset::concat_data_file_parts` returns a `Send` future and downstream workers can run it on Tokio. The upstream fix is https://github.com/lance-format/lance/pull/10370. Keep the vendored Arrow validity fix; upstream Arrow sources are unchanged between beta.2 and beta.3.

LanceDB carries a local fix in `src/lib.rs` for sliced child validity bitmaps
|
|
until a Lance release includes the fix. The patch is selected in the root
|
|
`Cargo.toml`; the rest of Lance stays on the pinned release. An explicit unsafe
|
|
block in `src/bfloat16.rs` lets this copy pass LanceDB's Rust 2024 warning gate.
