Update checksum for pg_hint_plan (#5309)

## Problem

The checksum for `pg_hint_plan` doesn't match:

It seems that the release was retagged yesterday:
https://github.com/ossc-db/pg_hint_plan/releases/tag/REL16_1_6_0

I don't see any malicious changes from 15_1.5.1:
https://github.com/ossc-db/pg_hint_plan/compare/REL15_1_5_1...REL16_1_6_0,
so it should be ok to update.
