Bump vm-builder v0.17.5 -> v0.17.10 (#5334)

Only notable change is including neondatabase/autoscaling#523, which we
hope will help with making sure that TCP connections are properly
terminated before shutdown (which hopefully fixes a leak in the
pageserver).
