http-utils: Temporarily accept duplicate params (#12504)
## Problem Grafana Alloy in cluster mode seems to send duplicate "seconds" scrape URL parameters when one of its instances is disrupted. ## Summary of changes Temporarily accept duplicate parameters as long as their value is identical.
