refactor: calculate_synthetic_size_worker, remove PRE::NeedsDownload (#6111)

Changes I wanted to make on #6106 but decided to leave out to keep that
commit clean for including in the #6090. Finally remove
`PageReconstructionError::NeedsDownload`.
