chore(pageserver): remove unnecessary logging in tenant task loops (#5188)

Browse Source 
Fixes #3830 by adding the `#[cfg(not(feature = "testing"))]` attribute
to unnecessary loggings in `pageserver/src/tenant/tasks.rs`.
